The method includes identifying, at a first device, a plurality of subchannels of the transmission channel for transmission, the identified plurality of subchannels including one or more restricted subchannels and including one or more unrestricted subchannels. The method further includes determining, at the first device, a first bandwidth configuration for the identified restricted subchannels and a second bandwidth configuration for the identified unrestricted subchannels. The method further includes scanning, at the first device, for one or more restricted signals over one or more of the identified restricted subchannels.
