The present application is directed to storage-stable composition comprising a silk fibroin matrix and an active agent that is distributed and embedded therein. Bioactivity of the active agent is maintained after freeze-thaw cycles, or for at least 24 hours at °C. Active agents are immunogens such as peptides, vaccines, nucleic acids, viruses or bacteria, or are small molecules, antibiotics, vectors or anti-venom for example. The silk fibroin is preferably dried by lyophilisation to form a solid state silk fibroin. Also defined are kits and devices such as nasal sprays, syringes and dry powder injectors comprising this composition.
