The present invention relates to a method for manufacturing a cosmetic using natural substances and to the same cosmetic. According to the present invention, the method includes the steps of: fermenting a first solution wherein 300 g of brown rice or common rice, 100 g of yeast, 500 g of sugar, 100 cc of a mineral concentration water (408 brix) as a solvent with respect to 100 g of natural salt, 200 cc of an effective microorganism solution, and 20 l of deep sea water or purified water are mixed mixing the first solution with a second solution wherein 100 g of Orostachys japonicus, 400 g of Houttuynia cordata, 200 g of Eriobotrya japonica, 300 g of Lithospermum erythrorhizon roots, and 200 cc of an effective microorganism solution as a solvent are mixed, and then fermenting the first solution and the second solution heating and compressing medicinal herb raw materials included in the first solution and the second solution, which have been mixed and fermented, for hot-water extraction mixing and distilling the first solution, the second solution, and an extract obtained by the hot-water extraction in the earlier step and filtrating a distilled solution, obtained in the earlier step.
