PROBLEM TO BE SOLVED: To provide an easily handled mixing and spouting device capable of agitating and sufficiently mixing a plurality of solutions in a cylinder only by a plunger operation without needing a special implement separately, and responding to the diversity of types, mixture ratios and the like of needed solutions.SOLUTION: A mixing and spouting device includes a cylindrical syringe, one end of which is open and is provided with a flange part on the circumference, and the other end of which is provided with a nozzle part, a plunger slidably fitted into the syringe, and a cap that seals the nozzle part. The plunger consists of a cylindrical outer rod that slides on a first cylinder part formed by a cylinder inner peripheral surface in a tight contact manner, and an inner rod that slides on a second cylinder part formed by an outer rod inner peripheral surface in a tight contact manner.
