PROBLEM TO BE SOLVED: To provide a greening panel for forming a greening structure which can endure heavy goods by easy construction. SOLUTION: This greening panel has an upper surface part 210 and a lower surface part 220 which are unitedly connected with each other with a connecting part 230, and a prescribed thickness. The upper surface part 210 and the lower surface part 220 have a plurality of openings 211a, 211b, 221a and 221b, respectively. The panel comprises using a plate-like frame 200 which is formed with a communicating space 240 between the openings 211a and 211b of the upper surface part 210 and the openings 221a and 221b of the lower surface part 220. The communicating space 240 is filled with a soil material 100, leaving a space to the upper surface part 210.
