The present invention relates to: a method for manufacturing a medicinal plant extract using high-speed shear extraction； and the medicinal plant extract extracted by the manufacturing method. The method for manufacturing the medicinal plant extract comprises: a mixing step of preparing a mixture by adding medicinal plants and a solvent to a mixer, and then mixing the same； a high-speed shear extraction step of putting the mixture in a high-speed shear mixer, followed by mixing and dispersing medicinal plants and the solvent by using a high-speed shear force of 3000 to 9000 rpm to manufacture a preliminary extract； and a filtration step of filtering the preliminary extract to obtain a filtrate containing a functional active component.
