Using two large spherical mirrors, a first elliptical mirror and second elliptical mirror, in a fundus scanning device would increase overall device size. Therefore, a first aspect of the present invention provides a fundus image forming device for scanning beam light across the retina of a subject is provided with: a reflective mirror that reflects beam light entering through a first focal point in such a manner that the beam light will pass through a second focal point a two-dimensional scanning unit that is disposed at a position corresponding to the first focal point of the reflective mirror and reflects entering beam light so as to be swept two-dimensionally and a correction unit for correcting variations in brightness of beam light directed to the retina which are caused by unequal ratios between changes in the angle of the beam light directed from the first focal point by sweeping by the two-dimensional scanning unit and changes in the angle of the beam light reflected by the reflective mirror and entering the second focal point.
