According to the present invention, a cosmetic composition for infants having a moisturizing effect contains, as effective ingredients, an aloevera leaf extract, a camellia flower extract, a coix extract, an avocado extract, a chamomile extract, a green tea extract, a turmeric extract, a Centella asiatica extract, a Calendula arvensis extract, and a licorice extract, and thus normally induces keratinocytes, which are skeletal components constituting stratum corneum and skin barrier to protect the skin from external physical stresses, and surrounds the keratinocytes to promote biosynthesis of lipids, which are components for completing the skin barrier, thereby promoting enhancement of the skin barrier.
