The cosmetic composition for enhancing skin-moisturizing effect and reducing skin roughness contains 2-10 wt.% based on the total weight of composition of the liquid crystal complex including 50-80 wt.% of higher aliphatic alcohol, 10-40 wt.% of surfactant and 1-10 wt.% of oil.본 발명은 피부 보습 증진용 또는 각질 감소용 화장료 조성물에 관한 것으로, 보다 상세하게는 고급 지방족 알코올, 계면활성제 및 오일로 구성된 액정 형성 복합체(Liquid Crystal Complex)를 함유함으로써 피부 보습력 향상 및 각질 감소 효과가 우수한 화장료 조성물에 관한 것이다.
