Provided are: a non conductive antibacterial sheet which permits a protrusion/recess micro pattern shallower than a conventional protrusion/recess micro pattern and therefore enables the use of more kinds of materials; a process for manufacturing the same; and a method for inhibiting the growth of bacteria. This non conductive antibacterial sheet includes a micro patterned surface which is made of an acrylic resin and which is produced by forming multiple protrusions on the surface of a sheet and thereby forming a protrusion/recess micro pattern said multiple protrusions exhibiting nearly rectangular shapes in the plane view wherein: the protrusions are regularly formed in an x direction and a y direction perpendicular thereto with x direction spaces and y direction spaces left said x and y direction spaces having prescribed widths; the height of the protrusion tops from the sheet surface is 0.4 to 1�m while the bottom width of the protrusions is 2 to 3�m; and the width of the x direction spaces is equal to the bottom width of the protrusions. Thus the non conductive antibacterial sheet exhibits antibacterial effect in such a way that the bacteria which are in static contact with the micro patterned surface are not trapped in the x direction spaces.
