Disclosed is an oil-in-water emulsion base which is stable even when much ethanol in an amount of 50% by mass or less is blended therein and exhibits excellent water resistance after being applied to the skin or the like. Specifically disclosed is an oil-in-water emulsified cosmetic composition which is characterized by containing (A) 0.1-10% by mass of a polyether-modified silicone having an HLB(Si) of 5-10, (B) 5-50% by mass of ethanol, (C) 0.01-3% by mass of a hydrophilic thickening agent and (D) 0.1-15% by mass of a polyol. Preferably, the oil-in-water emulsified cosmetic composition additionally contains a UV absorbent, thereby forming a sunscreen cosmetic composition.에탄올을 50질량% 이하로 고배합해도 안정되며, 피부 등에 도포한 후에는 우수한 내수성을 나타내는 수중 유형 유화 기제를 제공하는 것을 목적으로 한다. 본 발명은 (A)0.1∼10질량%의 HLB(Si)가 5∼10인 폴리에테르 변성 실리콘, (B)5∼50질량% 이하의 에탄올, (C)0.01∼3질량%의 친수성 증점제 및 (D)0.1∼15질량% 이상의 폴리올을 함유하는 것을 특징으로 하는 수중 유형 유화 화장료에 관한 것이다. 특히, 자외선 흡수제를 더욱 함유하는 자외선 차단 화장료로 하는 것이 바람직하다.
