The purpose of the present invention is to provide an artificially designed stress response promoter for more efficiently expressing endogenous and foreign genes. The present invention relates to a stress response promoter comprising (i) at least one heat shock element (HSE), (ii) at least one stress response element (STRE), and (iii) a cis-element different from the HSE and the STRE, and to which a transcription activating factor binds, said factor exhibiting increased expression under stress conditions (however, said stress response promoter does not include a cis-element to which a transcription factor that acts in a suppressed manner in the presence of glucose binds, or a cis-element to which a transcription factor involved in gluconeogenesis binds).
