The head part of seaweed (sporophyl) is known to be efficient for the balance maintenance of a body by having enough minerals such as calcium, magnesium, iron, and potassium and having vitamins including thiamin, riboflavin, and niacin, or ascorbic acid. Recently, the effects of the head part of seaweed are known and many researches on the effects are conducted. The present invention provides cosmetics which have whitening and moisturizing effects by extracting the active ingredients of the head part of the seaweed which is thrown out to sea. To achieve the purpose, the present invention provides the method for extracting the raw materials for whitening function cosmetics using the head part of seaweed and the whitening function cosmetics by performing: a specimen pulverizing process after measuring a moisture content in order to establish the optimal extraction condition of components in the head part of the seaweed； a yield rate measuring process after extracting, filtering, and drying the specimen according to elution conditions； a biological activity measuring process for an anti-oxidative activity and a whitening； and a heavy metal analyzing process as a safety inspection on byproducts after extracting other various head parts of seaweed.미역귀(포자엽)에는 칼슘, 마그네슘, 철분, 칼륨과 같은 미네랄이 풍부하며, 티아민, 리보플라민, 니아신 또는 아스코르브산 등의 비타민도 풍부해 몸의 밸런스 유지에 효과적인 것으로 알려져 있다. 최근에 미역귀의 효능이 알려지면서 많은 연구가 진행되어 지고 있으며, 본 발명에서는 바다에 버려지는 미역귀의 유효성분을 추출하여 미백 및 보습에 효과가 있는 화장품을 제공하고자 한다. 상기의 목적을 달성하기 위하여, 본 발명은 미역귀 내 성분의 최적추출조건을 확립하기 위해 수분함량측정 후 시료 분쇄과정, 용출조건별 추출, 여과, 건조 후 수율측정과정과 항산화, 미백의 생리활성 측정과정 및 기타 최종 미역귀 추출 후 부산물에 대한 안전성 검사로써 중금속 분석을 수행하여 미역귀를 이용한 미백 기능성 화장품 원료추출방법 및 미백기능성 화장품을 제공한다.
