PROBLEM TO BE SOLVED: To provide a manual device making it possible to surely and stably perform cutting and picking work on an exact location, and capable of becoming a size of an extent allowing to store the device in a waist holder.SOLUTION: A manual device 10 is such that a pair of operating members 11 are openably and closeably connected to each other by one first pivot 13a to be a fulcrum.
