PROBLEM TO BE SOLVED: To provide a cigarette filter containing an aroma capsule, which maintains the quality even if the hygrothermal change is caused during storage, and to provide a cigarette using the same.SOLUTION: The cigarette filter includes: a plurality of filter plugs 22 disposed in a single or contact manner or a plurality of filter plugs 22 separating from each other and disposed through a hollow portion and the aroma capsule 21 holding a content liquid containing an aroma in a film, and provided in at least one filter plug 22 out of the plurality of filter plugs 22 disposed in a single or contact manner or a hollow portion between the plurality of filter plugs 22 disposed to be separated from each other.
