PROBLEM TO BE SOLVED: To provide an oil-in-water emulsion composition that stably contains hydrophobically treated powder, shows stable emulsification during its high-temperature storage or at the application of shear force, and also has a good feeling of use such as freshness.SOLUTION: An oil-in-water emulsion composition contains the following components (A)-(D) in which the content mass ratio [(A)/(B)] of component (A) with respect to component (B) is 0.06-18.
