PROBLEM TO BE SOLVED: To accurately determine whether or not a branch structure of a tubular structure is included in a real endoscope image in a branch structure determination device, a method, and a program.SOLUTION: An image acquisition part 21 acquires a real endoscope image T0, a first evaluation value acquisition part 22 acquires a first evaluation value E1 indicating likelihood of a hole of an insertion tip of an endoscope, and a second evaluation value acquisition part 23 acquires a second evaluation value E2 indicating likelihood of a boundary of a plurality of bronchial tubes at a branch of the brachial tube. A determination part 24 determines whether or not a branch structure is included in the real endoscope image T0 using both of the first and second evaluation values E1, E2.
