A surgical instrument comprises a first member, an intermediate member and a second member. The intermediate member includes a first part and a second part. The second member includes a first arm and a second arm that extend from the first part. The arms are rotatable relative to the first part and engageable with the second part to axially translate the intermediate member for engagement with the first member to move the first member between a first orientation and a second orientation to space vertebral tissue.
