A system for applying pressure to the neck veins of a subject comprising a pair of devices attached to each other by a removable tether sized to facilitate spacing and alignment of each device over a neck vein. Each device comprises a flexible material contacting less than half the circumference of the neck and has inwardly directed protuberances contacting an inner surface of the flexible material. The inner surface of the flexible material extends beyond the protuberances which restrict blood flow egressing from the head. Also a device for applying pressure to the neck veins of a subject comprising a resilient arcuate band having a general C, V, or U-shape and sized to encircle less than half the neck, and inwardly directed protuberances. The resilient arcuate band comprises an adhesive and is configured to apply pressure to the protuberances to restrict blood flow egressing from the head.
