PROBLEM TO BE SOLVED: To provide soil cement slurry having excellent fluidity and fluidity retention properties and ensuring good workability even in the case of using the soil cement slurry having a lowest possible water-cement ratio for getting high-strength hardened soil cement, and capable of forming a high-strength hardened soil cement having uniaxial compressive strength of≥30 N/mm2or≥50 N/mm2at a material age of 28 days from the soil cement slurry prepared at the same time, and to provide the high-strength hardened soil cement. SOLUTION: The soil cement slurry includes at least cement, water, soil and a specific dispersing agent composition, has a cement unit quantity and a water/cement ratio falling within respective specific ranges, and contains the specific dispersing agent composition at a specific ratio.
