PURPOSE: A method for manufacturing skin softener of double layer is provided to improve skin stability and to enhance skin elasticity, penetration and moisturizing. CONSTITUTION: A method for manufacturing skin softener of double layer comprises: a step of forming aqueous phase ingredient； and a step of preparing oil phase ingredient. The step of preparing oil phase ingredient comprises: a step of dispersing aqueous polymer into purified water； and a step of mixing polar oil to the solution. 본 발명은 극성오일을 수상의 상층에 형성되도록 하는 2층상 화장수의 제조 방법에 관한 것으로 계면활성제를 함유하지 않고 적당한 분산력을 가지는 수용성 폴리머류와 정제수의 혼합액에 극성 오일을 혼합한 후 고압호모기를 통과시킨 다음 보습제를 함유하는 수상에 넣어 상층에 오일을 안정하게 띄움으로써 피부에 자극이 적고 피부흡수 및 보습 효과가 우수한 2층상 화장수 제조 방법에 관한 것이다.
