The present invention is provided with: a feed conveyor (11) for transporting a strip-shaped food dough (D) a guide conveyor (13) for further transporting the food dough (D) a filling feed nozzle (15) disposed above the guide conveyor (13) a first guide member (17) and a second guide member (19) disposed on both sides of the filling feed nozzle (15), the first guide member (17) and the second guide member (19) wrapping the strip-shaped food dough (D) onto the filling feed nozzle (15) so as to overlap a side edge part (D2) of the food dough (D) onto the upper surface of a side edge part (D1) and forming a cylindrical food dough (D) and a binder roller (29) disposed above the lower end part of the filling feed nozzle (15), the binder roller (29) binding the overlap part (DD) of the cylindrical food dough (D).
