PURPOSE: A manufacturing method of microspheres is provided to be simple, to have high entrapment efficiency, to be safe, and to be excellent material transfer effect. CONSTITUTION: A manufacturing method of microspheres comprises a step of manufacturing a polymer solution with charge by dissolving an ionizable amphiphilic polymer； a step of manufacturing microspheres by spinning the polymer solution in a high voltage electric field； and a step of conduct a reaction of the microspheres and solution which can neutralize charge of the microspheres. The microsphere additionally includes material capable of being entrapped into the microsphere. The material is selected from gene, physiologically active component, and drugs.
