The problem to be solved for the present invention is to provide an oil-in-water composition which spreads well when applied, and obtained a smooth skin feel after application. The composition is characterized by having an aqueous medium containing water and an aqueous solution, and a volatile organic solvent； oil which dispersed in the aqueous medium； and the aqueous medium and an oil-absorbing hydrophobic powder capable of absorbing the oil.
