A system for treating sewage and waste water by using a nitrification medium is provided to maintain density of microorganisms at an appropriate level compared with discharge of sludge accompanied with removal of phosphorus by maintaining 50-70% of organic matter dissolving microorganisms and nitrification microorganisms at a floating state and 30-50% of the organic matter dissolving microorganisms and nitrification microorganisms at an attached state. An anaerobic tank(111) of a first processor(110) ferments organic nitrogen and organic matters of introduced water into low molecular materials, and consumes the dissolved low molecular organic matters for maximizing emission of phosphorus by phosphorus accumulating microorganisms. A first anoxic tank(112) of the first processor denitrifies nitrite nitrogen and nitrate nitrogen returned from a first aerobic tank(113) by using the organic matters dissolved in the anaerobic tank.
