According to an embodiment of the present invention, disclosed is a method for preparing a complex of trisodium chlorin e6 and polyvinylpyrrolidone (PVP), the method comprising: a step of mixing chlorin e6, represented by molecular formula, C_3_4H_3_6N_4O_6, PVP, NaOH, and HCl and making a result product, obtained by performing the mixing step, powder by freeze-drying the result product. The mixing step generates a complex of trisodium chlorin e6 and PVP.
