The present invention relates to an apparatus and a method for measuring a viscosity using a terminal velocity, in which multiple fine particles are evenly dispersed on a fluid of which a viscosity is to be measured and a travel distance is measured after the fluid has gone through a free fall for a predetermined time to measure a terminal settling velocity so that the viscosity of the fluid can be measured. In addition, the apparatus for measuring a viscosity according to the present invention is small and has a simple structure such that manufacturing costs and maintenance costs can be reduced, can be used when an accurate viscosity measurement is required in various fields such as mechanics, electronics and chemistry, in which fluids are used, and especially, can be used for measuring viscosity of blood or synthetic oil.
