A method of the present invention comprises (a) a washing step of washing Janggun tea leaves； (b) a first fermenting step of producing a first fermented liquid by mixing the Janggun tea leaves washed through the washing step with mineral water in order to be added and fermented in a fermenting container； (c) a first fermented liquid extracting step of extracting a first fermented liquid by filtering the first fermented liquid fermented in the first fermenting step and the Janggun tea leaves through a filtering sieve； (d) a second fermenting step of producing a second fermented liquid by adding and fermenting the first fermented liquid extracted from the first fermented liquid extracting step and wormwood in a fermenting container； (e) a second fermented liquid extracting step of extracting a second fermented liquid by filtering the second fermented liquid fermented in the second fermenting step and the wormwood through a filtering sieve； and (f) a combining step of combining the second fermented liquid extracted from the second fermented liquid extracting step with a plant extract, an emulsifier, and a natural preservative. According to the present invention, a method for producing a hair treatment containing a Janggun tea fermented liquid and a wormwood fermented liquid can be provided. The hair treatment is produced by mixing Janggun tea leaves, a wormwood-fermented liquid, a plant extract, an emulsifier, and a natural preservative, so that gaps in damages hairs are coated and hair can be softly treated.
