PROBLEM TO BE SOLVED: To provide a failed photograph image management device capable of efficiently examining improvement points of photography, and surely performing examination by which a deterioration in photographing error frequency is expected, its operation method and operation program, and a failed photograph image management system.SOLUTION: A first calculation part 72 calculates a first index value quantitatively representing photograph menu-categorized photographing error situation by a first calculation formula having variables based on a photograph menu-categorized photographing error frequency and variables based on a photograph menu-categorized photographing error ratio. A first extraction part 73 automatically extracts an object menu as a photograph menu to be examined for preventing occurrence of a photographing failure based on the first index value. A second extraction part 74 extracts an examination image as a failed photograph image with which the object menu is associated. A screen output control part 76 generates a conference screen 30 on which the object menu and the examination image are displayed.
