Provided is a base station in a mobile communication system, wherein the base station comprises: a data communication traffic volume measurement means for measuring the data communication traffic volume of a user device connected to the base station, for each bearer of the user device and for each carrier that transmits bearer data; and a data communication traffic volume reporting means for receiving a data communication traffic volume report request message from a data communication traffic volume management device in the mobile communication system, creating a data communication traffic volume report message that includes the data communication traffic volume corresponding to the request in the data communication traffic volume report request message, and sending the data communication traffic volume report message to the data communication traffic volume management device.
