Provided is a skin cleanser composition that comprises the following components (A), (B), (C), (D), and (E): 0.1-25 mass% of an ether oil (A) that is a liquid at 25 DEG C 0.003-1 mass% of a water-soluble polymer (B) that includes acrylic acid or methacrylic acid as a constituent unit thereof 1-30 mass% of a hydrocarbon oil (C) that has a viscosity of 15 mPas or less at 30 DEG C 60-95 mass% of water (D) and 0.49 mass% or less of a non-ionic surfactant (E) having an HLB that is greater than 9.
