PROBLEM TO BE SOLVED: To provide a skin cleanser composition having excellent usability even though it is quickly washed away and has a good refreshing feel after washing away.SOLUTION: A soap-based skin cleanser composition comprises the following components (A) and (B), wherein the content mass ratio (A)/(B) of component (A) to component (B) is 0.01 or less.
