PROBLEM TO BE SOLVED: To provide an opening/closing device of a footrest having a simple configuration, not obstructing a user when getting in and out, and facilitating the attachment thereof to an existing wheelchair, and to provide a wheelchair including the same.SOLUTION: The opening/closing device 40 of a footrest to be attached to a wheelchair A includes: a wheelchair body 10 driving wheels 21 and 22 and freewheels 23 and 24 leg supporting frames 31 and 32 extending downward from both the left/right sides near the front part of a seat 14 and footrests 33 and 34 attached to horizontal portions 31b and 32b of the leg support frames 31 and 32 so as to freely rotate in the horizontal direction and upper direction.
