PROBLEM TO BE SOLVED: To provide a powder-containing cosmetic composition which is excellent in redispersibility in use and not sticky.SOLUTION: An oily cosmetic composition contains the following components (A) to (D): (A) a powder of 1-25 mass% (B) ethanol of 40 mass% or more (C) a hydroxy acid or a salt thereof and (D) an oil solution. Preferably, the content of the component (D) in the oily cosmetic composition is 20 mass% or more.
