PROBLEM TO BE SOLVED: To provide a powdery cosmetic composition capable of imparting permanent cosmetic effects such as color retention effect, better color retention effect and permanent mat effect, and good finish and good quality of makeup.SOLUTION: The present invention relates a powdery cosmetic composition comprising a powder phase, a liquid fatty phase and a film-forming polymer. The powder phase comprises at least one first particle treated with a surface treatment agent comprising at least one fluorine-containing compound and at least one second particle different from the first particle. The amount of the first particle is 10 mass% or more relative to the total mass of the composition.
