Disclosed are an apparatus and a method for generating hydroxyl groups. The apparatus for producing hydroxyl groups includes: an ozone generator which generates ozone (O_3) in a gas phase； a water supply pump which pressurizes water； an ozone mixer which mixes water, pressurized by the water supply pump, with ozone, generated in the ozone generator； a cyclone pressurizing device which pressurizes, by using centrifugal force, ozone water in which water and ozone are mixed； and a gas and liquid separator which separates the ozone water, discharged from the cyclone pressurizing device, into hydroxyl groups in a liquid phase and ozone in a gas phase. At least a portion of the hydroxyl groups, separated from the ozone water and then discharged from the gas and liquid separator, is supplied to be used for a predetermined purpose. The remaining hydroxyl groups are inserted into the water supply pump to be reused.
