PROBLEM TO BE SOLVED: To provide a pipe frame for social welfare equipment as a protection tool to prevent particularly a contour section (bent section) thereof from peeling of paint, a scratch and a dent.SOLUTION: A hollow rubber member is almost cylindrical in shape and has opening surfaces on both edges. The hollow rubber member also has an opening section formed by extending a cutout on a portion of an outer periphery of one opening surface to the outer periphery of the other opening surface. Then, the rubber member is bent between the opening surfaces so that a cross section of the rubber member has a shape of a circular arc with a curvature of a portion close to the cutout on the opening surface is smaller than the curvature of the portion far from the cutout on the opening surface. A reinforcement member which has a ring shape with an opening section on the portion of the outer periphery thereof is arranged in a manner that contacts an inner periphery of the rubber member close to the opening surface thereof.
