PROBLEM TO BE SOLVED: To provide intraoral foaming formulations that are stable even if they are stored for long period of time, in intraoral foaming formulations that contain organic acid and one or more selected from carbonate and bicarbonate.SOLUTION: The present invention provides a method for producing an intraoral foaming formulation which contains (a) one or more selected from carbonate and bicarbonate, (b) organic acid, (c) trisodium phosphate, and which comprises following steps (1) and (2), trisodium phosphate being added to at least one of a powder raw material that comprises one or more selected from carbonate and bicarbonate, or a powder raw material that comprises organic acid, in the step (1). (1) Separately providing a powder raw material that contains at least one selected from carbonate and bicarbonate and a powder raw material that contains an organic acid.
