The present invention relates to a transparent or translucent cosmetic composition having improved stability of amentoflavone, and more specifically, to a water-solubilized amentoflavone in which amentoflavone is encapsulated in a hollow structure of an oligomer structure. Stabilizing the oligomer complex with a second agent containing a polyhydric alcohol, using a two-pack type container, mixing the first agent and the second agent before use, and adding a dissolution enhancer to the first agent. The present invention relates to a transparent or translucent cosmetic composition in which the stability of amentoflavone is improved by increasing the mixing stability of the first agent and the second agent contained therein.
