PROBLEM TO BE SOLVED: To provide a transparent or translucent cosmetic which excels in quick compatibility with skin and preparation stability.SOLUTION: The transparent or translucent cosmetic includes (a) a silicone-based surfactant as shown in formula (I) and (b) a nonionic surfactant composed of a polyoxypropylene/polyoxyethylene adduct of a higher saturated branched chain alcohol.
