A system comprising at least three sets of horizontal tread surfaces and a drive system for vertically moving said tread surfaces to form a set of steps having different ranges of elevations. One end of the ramp is hinged to the last tread surface to define a walking surface having a variable slope that varies as a function of the vertical position of the last tread surface. The tread surface can assume a fully lowered state in which the set of treads are juxtaposed as a continuous flat surface and the support structure supports the second end of the ramp, and is thus fully lowered. In this state, the walking surface of the ramp is horizontal, and the tread surface and the walking surface together form a continuous horizontal walking path.
