The present invention provides a measuring device and method for both psychology stress index inspection and blood pressure inspection. When the measuring device enters the psychology stress measuring mode and a pump unit performs the pressurizing for the air bag unit in a variable speed and the pressure signal of a pressure sensing unit is determined as a pulse signal, a microprocessor unit will control the pump unit to stop pressurizing and measure the pulse signal to calculate a psychology stress index； and, from the psychology stress index, calculating the ratio of standard deviation of normal-to-normal R-R intervals (SDNN) to root mean square differences of successive R-R intervals (RMSSD) according to the data of each pulse interval within a period of time.本發明提供一種兼具情緒壓力指數檢測與血壓檢測之量測裝置與方法，其中當量測裝置進入情緒壓力量測模式中，在加壓馬達單元對氣袋單元變速加壓期間，判斷壓力感測單元的壓力信號為脈波信號時，微處理器單元控制加壓馬達單元停止加壓，且量測該脈波信號以計算一情緒壓力指數，而由該情緒壓力指數根據一段時間內各脈波間距資料，以計算出區間標準差(SDNN)與區間均方根標準差(RMSSD)的比值。
