The present invention relates to a cosmetic composition which is prepared by: primarily preparing L-ascorbic acid, a derivative thereof, or a mixture thereof into a water in oil formed emulsion； preparing nanosized particles from which water is removed by freeze drying； and secondarily dispersing the nanosized particles under high pressure into oil, and to a method for preparing the same. The cosmetic composition according to the present invention has enhanced dispersibility in oil, can be stably used under external stress such as heat, light, oxygen, moisture and the likes, and facilitates mixing with fat soluble vitamin E so that synergy effects of protecting from ultraviolet rays can be obtained. In addition, oxidation caused by external air and oxygen in water can be prevented, L-ascorbic acid, which is a hydrophilic substance and hard to be absorbed in skin, or a derivative thereof can be dispersed into fine particles, absorption into skin can be facilitated by fat solublizing, and titer loss during a manufacturing process can be prevented through freeze drying.
