The winding mechanism is configured to wrap a substantially continuous heating element around the core. The adjusting mechanism is configured to adjust the position at which the winding mechanism winds the substantially continuous heating element around the core. The synchronization mechanism also synchronizes the winding of the heating element about the core with the adjustment of the position where the heating element is wound around the core, with the heating element defining the coiled heating element segments wrapped around the core. The process may be repeated to produce a multi-winding heating element segment wound around the core.
