The present invention relates to a plant extract with skin whitening effect, derived from Saxifragaceae plants and a cosmetic composition containing the same as an active ingredient for skin whitening. Provided is a cosmetic composition containing a plant extract as an active ingredient by identifying that an extract derived from Tiarella polyphylla or Koelreuteria paniculata among Saxifragaceae plants suppressing tyrosinase activity and melanogenesis and detecting a plant extract which optimally suppresses tyrosinase activity and melanogensis from the extracts of Tiarella polyphylla or Koelreuteria paniculata by each part of the plants, each extraction solvent, or each concentration.
