PROBLEM TO BE SOLVED: To provide an oil-in-water type emulsion composition which comprises an oil-soluble chamomilla extract, suppresses a smell derived from the extract and is excellent in temporal stability and sense of use.SOLUTION: There is provided an oil-in-water type emulsion composition which comprises the following components (A) to (D), wherein the content mass ratio (D)/[(C)+(D)] of the component (D) to the total of the component (C) and the component (D) is 0.05 or more and 0.45 or less.
