PROBLEM TO BE SOLVED: To facilitate the treatment of a ridge-forming machine for forming the upper surfaces of ridges in various heights.SOLUTION: The ridge-forming machine 101 is an apparatus for forming a new ridge 305, equipped with a machine frame 102 and a ridge upper-face soil-cutting device 151. The ridge upper-face soil-cutting device 151 is installed in the machine frame 102 and cuts the upper face 304 of the ridge 301. The first frame 153a and the second frame 153b mounted on the ridge upper-face soil-cutting device 151 are linked to the machine frame 102, and each frame is freely turnable by centering a spindle 139 constituting the machine frame 102. A soil-cutting rotor is installed in the rotating tip side of the second frame 153b. The positions of the machine frame 102 and the first frame 153a are regulated by a freely expandable regulation rod 158 bridging them. The first frame 153a and the second frame 153b are bridged by a linking rod 159.
