PROBLEM TO BE SOLVED: To achieve the suitable housing of a soil-cutting device of the upper surface of a levee, when the soil-cutting device of upper surface of the levee is unnecessary.SOLUTION: The levee-forming machine includes a banking device 41 for banking soil on the surface of an old levee, a levee-forming device 31 for compacting the banked soil by the banking device 41 and forming a new levee, and the soil-cutting device 51 for upper surface of the levee, extended on the upper surface side of the levee in its working state, and folded above the banking device 41 in its non-working state.
