PROBLEM TO BE SOLVED: To provide a process for manufacturing, by an easy modification means, modified starch which exhibits satisfactory elasticity-enhancing effect, excellent thinnability with water and excellent aging resistance and which is suitable for use in paste products.SOLUTION: The process includes: modifying a powdery starting starch composition containing a phosphoric salt in a specific dry basis amount relative to the starting starch through esterification by continuously performing, on the starting starch, a first step of heat treatment with gradual temperature rise and a second step of heat treatment at a constant temperature continuously. In the first step, the temperature rise is initiated at a temperature ranging from ordinary temperature to the gelatinization initiation temperature of the starting starch, and is carried out at a rate of 0.2 to 1°C/min to a final temperature of 120 to 180°C.
