A hydrogel composition comprises 5 wt% to 10 wt% of polyacrylate salt 15 wt% to 41 wt% of polyol 47 wt% to 76 wt% of pure water and 0.01 wt% to 9 wt% of functional reagent, wherein the weight ratio of pure water to the polyol ranges between 1.1 and 5. The hydrogel composition or dressing, when applied to human skin, can rapidly reduce the temperature of human skin by at least 5 DEG C and can rapidly reduce the temperature of human skin to a temperature range (15 DEG C or above) which is acceptable to the skin without further reducing the temperature of the skin and causing freezing injury of the skin.
